Rebuilding Indonesia’s Underwater Deterrence

Summary

The Indonesian National Armed Forces (TNI) modernisation program has always presented tough challenges for the Ministry of Defence, as the latter need to choose certain defence equipment due to budget constraints. In consequence, Jakarta can only procure a limited number of weapon systems.

Amid the rising tensions in the region, the government and the Indonesian Navy (TNI AL) emphasised that approximately 12 submarines are required to ensure the security all over Indonesia’s territorial waters. As the country only operates 4 submarines, the Ministry of Defence is heavily weighing its options in order to procure the best solution. Hence, which strategy should Indonesia choose to rebuild its submarine fleet? What posture should the submarine fleet adopt given the limited resources? In parallel, how can the government continue to support the development of the domestic submarine shipbuilding industry?
