Offset, Transfer of Technology, and the National Armed Forces Modernisation Plan’

As Indonesia is aiming to transition from its Minimum Essential Force plan to an Essential Force plan, Counter Trade, Local Content, and Offsets (CTLCO) should play an important role in upcoming military equipment procurements. Furthermore, the implications of CTLCO programs are also expected to be beneficial for domestic firms, in order to achieve self-sufficiency in the defence industry and to support the development of Indonesia’s Defence Technological Industrial Base (DTIB). However, as of today, only a few CTLCO programs have been completed.
